The 24 Counselors: Who They Are and What They Do
Revelation 4:4 describes 24 elders seated around the throne. Most Christians assume this is symbolic. The Urantia Book says they are real people, specific, named individuals from Urantia's history, who currently serve as advisory counselors to the system government on Jerusem. And some of them are people you know.
What Revelation 4 Actually Says
"Surrounding the throne were twenty-four other thrones, and seated on them were twenty-four elders. They were dressed in white and had crowns of gold on their heads." - Revelation 4:4
Most commentators treat this as symbolic, representing either the 12 patriarchs and 12 apostles, or the totality of the church, or some other theological abstraction.
The Urantia Book says they are real people. Specific individuals from Urantia's history. Named. Currently alive. Currently working.
The 24 Counselors of Jerusem
The Urantia Book describes a body of 24 individuals who serve as advisory counselors to the system government on Jerusem, the headquarters world of our local system of Satania (UB 45:4.1).
These are not metaphors. Jerusem is a physical architectural sphere, a constructed world approximately 100 times the size of Urantia that serves as the administrative center for the 619 inhabited worlds in our system (UB 45:0.1). The system government, headed by the System Sovereign Lanaforge (who replaced the rebel Lucifer), operates from this world, and the 24 Counselors serve as Urantia's advisory representatives on this governing body (UB 45:4.1).
The 24 were chosen because Urantia, as a rebellion-affected, twice-defaulted world, has unique administrative challenges that require representatives who understand this planet's specific history from the inside. Each of the 24 lived on Urantia. Each experienced the conditions of this world firsthand. They are not outsiders offering theoretical counsel; they are veterans of the very struggle they now advise on.
Who They Are
The Urantia Book names or identifies most of the 24 Counselors. They span the full range of Urantia's spiritual history, from the first humans to figures within recorded history:
The Urantia Book lists them by number in Paper 45, section 4. Here are the named members:
#1. Onagar. The first great teacher of truth, born 983,323 years before 1934 CE, who directed his fellows in the worship of "The Breath Giver," the first articulation of one God (UB 45:4.3).
#2. Mansant. The great teacher of the post-Planetary Prince age, who continued the tradition of monotheism after Dalamatia's fall (UB 45:4.4).
#3. Onamonalonton. The far-distant leader of the red race, who led his people from the worship of many gods back to the worship of the "Great Spirit" (UB 45:4.5).
#4. Orlandof. A prince of the blue races (UB 45:4.6).
#5. Porshunta. An oracle of the orange race, now extinct (UB 45:4.7).
#6. Singlangton. The first of the yellow men to teach and lead his people in the worship of "One Truth" instead of many (UB 45:4.8).
#7. Fantad. The deliverer of the green peoples from darkness (UB 45:4.9).
#8. Orvonon. The enlightener of the indigo races (UB 45:4.10).
#9. Adam. The discredited but rehabilitated Material Father of Urantia. He defaulted in his planetary mission but survived death and was rehabilitated (UB 45:4.11).
#10. Eve. The mother of the violet race of Urantia. She suffered the penalty of default but was restored to the ranks of the ascending (UB 45:4.12).
#11. Enoch. The first mortal on Urantia to fuse with his Thought Adjuster during his physical life, which is why Genesis says "God took him" rather than recording a death. Enoch did not die. He fused, completing the permanent union of his human identity with his divine fragment while still alive. This is extraordinarily rare on any world (UB 45:4.13).
#12. Moses. He who "emancipated a remnant of the submerged violet race" and led the Hebrews out of Egypt. Moses preserved the monotheistic tradition of Melchizedek through the Kenite connection (UB 45:4.14).
#13. Elijah. "A translated soul of brilliant spiritual achievement during the post-Material Son age" (UB 45:4.15). Like Enoch, Elijah was translated, removed from mortal life through extraordinary spiritual attainment.
#14. Machiventa Melchizedek. The emergency bestowal Son who materialized at Salem approximately 1,973 years before Jesus, taught monotheism to Abraham, and is now the vicegerent Planetary Prince of Urantia (UB 45:4.16).
#15. John the Baptist. The current chairman of the 24 Counselors when in session on Jerusem. The forerunner of Jesus' mission on earth, John now serves as the presiding officer of the advisory body representing Urantia (UB 114:2.3).
#16. 1-2-3 the First. The leader of the loyal midway creatures during the time of the Caligastia betrayal (UB 45:4.18).
The remaining seats are occupied by individuals whose identities are not disclosed in the text. The membership is not permanently fixed. When a counselor advances to higher service, a replacement is selected from among Urantia's ascending mortals (UB 45:4.19-20).
What They Actually Do
The 24 Counselors are not honorary figureheads. They have specific administrative functions.
Advisory authority. They act as Urantia's voice in system-level decisions. When the system government considers policies affecting rebellion-affected worlds, the 24 provide input grounded in direct experience of what life on those worlds is actually like (UB 45:4.1).
Judicial participation. They sit as assessors on certain judicial proceedings involving Urantia and other rebellion-affected worlds. Their experiential knowledge of mortal life under quarantine conditions makes their participation essential to fair adjudication (UB 45:4.1).
Visitation rights. The 24 counselors make "frequent individual trips to the quarantined worlds," including Urantia. They are not trapped on Jerusem. They visit, observe, and maintain current knowledge of conditions on the planet they represent (UB 114:2.4).
Coordination with the planetary government. The Urantia Book describes an elaborate superhuman government on this planet, including the resident governor general (a Vorondadek Most High observer), the 12 corps of seraphic planetary supervision, and the archangel division headquarters. The 24 Counselors coordinate with all of these agencies from the system level (UB 114:0.1โ114:7.17).
Why This Matters
The 24 Elders of Revelation are not abstract theology. They are named individuals who lived on this planet, died (or were translated), were resurrected on the mansion worlds, progressed through the morontia levels, and now serve in active administrative roles in the governance of the system that includes our world.
Several of these individuals are people whose names appear in the Bible, in the Quran, in Hindu scripture, in indigenous oral traditions. Moses. Elijah. Enoch. Adam. Eve. These are not mythological figures in the Urantia Book's telling. They are specific personalities who are currently alive and currently working.
The Urantia Book's claim is that the universe is populated, administered, and personally attentive to every inhabited world, including the quarantined, rebellion-affected, twice-defaulted planet you are living on right now. The 24 Counselors are one expression of that attentiveness: a permanent advisory body staffed entirely by people who know what it's like to live here.
That is a more specific, more verifiable, and more practically meaningful claim than anything the "24 elders" have been interpreted to mean in 2,000 years of commentary on the book of Revelation.
The Open Seats
The Urantia Book notes that the membership of the 24 is not permanently closed. Counselors advance to higher universe service, and replacements are selected from among the ascending mortals of Urantia's history. The composition of the group changes over time as new individuals qualify for the role.
This means that someone alive today, or someone who has recently died, could eventually serve on this body. The 24 Counselors are not a closed historical club. They are an active, evolving institution, drawing from the full span of Urantia's mortal history, past and future.
The Urantia Book doesn't specify who the most recent additions are. It leaves that question open, perhaps deliberately.
